Rules are just RULES unless they are ENFORCED!


Singapore is reputably hailed as a fine city-state, but it is certainly doing very fine when it comes to imposing fines for those who choose to test out the rules and regulations. The sign shows a fine of $1,000 that will be imposed on those who try to ride their bicycle or motorcycle across the overpass.

But, rules are just rules unless they are enforced.

Look at the picture below where the taxi is parked at a parking lot that is labelled "NO PARKING" painted in red capital letters. Such a big sign is simply ignored! The driver seems to get away scot-free because I have seen it being parked there for unduly long period of time many times. The driver is obviously trying his luck. He has been lucky so far because there is no enforcement of the rule.

Past experience suggests that only when something serious happens, especially when it involves the loss of life, the enforcement will kick in immediately and seriously.
