A bicycle abandoned for months and there is no claim so far...

This bicycle has been locked and abandoned at a relatively busy covered walkway near a bus shelter for months; the body parts are rusting, the tyres are deflated and the basket is being used as a garbage bin by the passers-by. Where is the owner of the bicycle? Could the owner be a foreign worker who has already left Singapore? Nobody seems to be taking any action. What happens to the town council?
